一、Global Vision

1Outline issued on standardized development

“国家标准化发展纲要”发布

China has issued an outline to promote standardized development at the national level in its pursuit of high-quality development and modernization.

中共中央、国务院近日印发《国家标准化发展纲要》,推进国家标准化发展,以推动高质量发展、全面建设社会主义现代化国家。

The document, jointly released by the general offices of the Communist Party of China Central Committee and the State Council, details measures to ensure the country realizes its long-term development goals through 2035.

《纲要》详细说明了中国到2035年实现长期发展目标的措施。

With improvements to be made in the standardized management system, a market-driven, government-guided and enterprise-oriented standardized development pattern featuring mass participation, opening-up and integration will take shape in China by 2035.

2035年,具有中国特色的标准化管理体制更加完善,市场驱动、政府引导、企业为主、社会参与、开放融合的标准化工作格局全面形成。

Reforms will be made in standardization work by 2025.

《纲要》还明确了到2025年要推进的标准化改革。

Both the government and market will contribute to the standards-making process, all economic sectors will be covered by industry standards and international cooperation on standardization work will be deepened extensively.

2025年,实现标准供给由政府主导向政府与市场并重转变,全域标准化全覆盖,标准化国际合作深入拓展。

 

2First part of COP15 opens

COP15第一阶段会议在昆明开幕

The first part of the 15th meeting of the Conference of the Parties to the UN Convention on Biological Diversity (COP15) kicked off on Monday in Kunming, capital of Southwest China's Yunnan province.

1011日,联合国《生物多样性公约》缔约方大会第十五次会议第一阶段会议在云南昆明开幕。

The meeting will last from Oct 11 to 15, with parallel activities featuring forums on topics including climate change and ecological conservation to be held from Oct 14 to 15.

会议举办时间为1011日至15日,1014日至15日将举办大会平行活动,包括气候变化和生态保护等主题论坛。

More than 1,800 representatives will gather online and offline for the event.

会议期间,1800多名代表将参加线上线下活动。

The second part of the meeting, which is expected to be held next year, will review and make a decision on the post-2020 global biodiversity framework the international community is pinning great hopes on.

第二阶段会议将在明年召开,备受国际社会期待的2020年后全球生物多样性框架将在第二阶段会议审议和决定。

China was among the first countries to become a party to the Convention on Biological Diversity that entered into force in 1993.

《生物多样性公约》于1993年正式生效,我国是最早签署和批准公约的国家之一。

So far, the Convention has 196 parties and the Conference of the Parties is the highest mechanism for discussing and making decisions on the Convention.

《生物多样性公约》目前共有196个缔约方,缔约方大会是最高议事和决策机制。

 

3Outline issued to protect Yellow River Basin

黄河流域迎来国家战略

The Communist Party of China Central Committee and the State Council have jointly issued an outline document on the ecological protection and high-quality development of the Yellow River basin.

中共中央、国务院近日印发《黄河流域生态保护和高质量发展规划纲要》。

The document will guide the country's ecological conservation and high-quality development of the Yellow River basin, and serve as an important basis for formulating and implementing relevant planning schemes, policies and measures, as well as engineering projects.

《纲要》是指导当前和今后一个时期黄河流域生态保护和高质量发展的纲领性文件,是制定实施相关规划方案、政策措施和建设相关工程项目的重要依据。

By 2030, the document predicts China will have improved the basin's environment and its water conservation capabilities, and it will have completed a modern flood control and disaster reduction system.

《纲要》指出,到2030年,黄河流域生态环境全面改善,水资源节约集约利用水平全国领先,现代化防洪减灾体系基本建成。

Regarding water conservation, the document requires cities to plan industries and other development based on their water resource capacities.

关于水资源保护,《纲要》要求城市根据其水资源承载力规划工业和其他产业发展。

The document said provincial regions should cooperate to manage and protect the river's upper, middle and lower reaches, its mainstream tributaries and its banks. Related projects include embankment construction, flood plain management and environmental restoration.

各省区应协同推进大治理,统筹谋划上中下游、干流支流、左右两岸的保护和治理,统筹推进堤防建设、滩区治理、生态修复等重大工程。

 

二、Fun Stuff

1Pick someones brains 请教某人

表达 “pick someones brains” 的意思是 “请教某人,就某个话题咨询这个人的意见,或请此人帮助回答、解决一个问题”。这是表示 “问问题” 的一个非正式说法。

2Its all Greek to me 我完全不懂

表达 “its all Greek to me” 的字面意思是 “这对我来说全是希腊文”,实际用来比喻别人的话语或文字 “对我来说非常难懂,完全不明白”。

3Quick/slow on the uptake 领悟很快/

当我们说某人 “quick on the uptake”,意思是这个人 “很快就能明白或掌握某件事情”。反之,假如说某人 “slow on the uptake”,就表示这个人 “理解某件事情感到很吃力,领悟较慢”。

Sorry, can you explain that again? I am a bit slow on the uptake.

1Sun 太阳

四、Life Answering Machine

In praise of slowness

What I'd like to start off with is an observation, which is that if I've learned anything over the last year, it's that the supreme irony of publishing a book about slowness is that you have to go around promoting it really fast. I seem to spend most of my time these days zipping from city to city, studio to studio, interview to interview, serving up the book in really tiny bite-size chunks.

在演讲开始,我愿意先讲一个事情,如果说去年有什么让我印象深刻,就是极具讽刺意味的出版一本号召讲将速度慢下来的书你却不得不超快速的四处推销它。我这些日子花了大部分时间,在城市、演播室以及访谈节目之间奔走,但实际用来宣传书的时间却少的可怜。

Because everyone these days wants to know how to slow down, but they want to know how to slow down really quickly. So ... so I did a spot on CNN the other day where I actually spent more time in makeup than I did talking on air. And I think that -- that's not really surprising though, is it? Because that's kind of the world that we live in now, a world stuck in fast-forward.

 因为现在每个人都想知道该如何放慢速度,然而,他们却想要知道如何超快速的放慢速度。所以...前不久我在CNN上了一个通告在那,我上电视的时间还没有化妆的时间长而我想这还真算不上让人吃惊的事,对吧?因为我们现在所处的,就是一个这样的世界一个沉溺于追求快速前进的世界。

A world obsessed with speed, with doing everything faster, with cramming more and more into less and less time. Every moment of the day feels like a race against the clock. To borrow a phrase from Carrie Fisher, which is in my bio there; I'll just toss it out again -- These days even instant gratification takes too long.

一个迷恋速度的世界,做每一件事情都追求更快,往越来越少的时间里填鸭进更多的东西。每一天每一刻都感觉像在和时间赛跑引用凯利.费雪的一句话,这句话在我的自传里面有写,我只是再次引用“现在大家连瞬间得到的快感都嫌太久。”

And if you think about how we to try to make things better, what do we do? No, we speed them up, don't we? So we used to dial; now we speed dial. We used to read; now we speed read. We used to walk; now we speed walk. And of course, we used to date and now we speed date. And even things that are by their very nature slow -- we try and speed them up too. So I was in New York recently, and I walked past a gym that had an advertisement in the window for a new course, a new evening course. And it was for, you guessed it, speed yoga.

 另外假如让你想我们怎样才能将事情做得更好,会有什么主意?我们会加速做事情,不是么?所以,以前我们拨电话;现在我们快拨。以前我们阅读;现在我们快读。以前我们走路,现在我们快走。当然还有,以前我们约会,现在我们速食约会。即使是那些本身就需要慢慢做的事情我们也千方百计加速做。我最近在纽约,路过一家健身馆他们橱窗上有一个新课程的广告,是个晚间课程。你猜得到吗,是关于快速瑜伽的。

So this -- the perfect solution for time-starved professionals who want to, you know, salute the sun, but only want to give over about 20 minutes to it. I mean, these are sort of the extreme examples, and they're amusing and good to laugh at.

这个就是为超级没时间的上班族们提供的最佳解决方案这些人,想要练习拜日式但却只想花大约20分钟在这上面。我想,这些都是有点儿极端的例子,而且都有些意思,可以当笑话听。

But there's a very serious point, and I think that in the headlong dash of daily life, we often lose sight of the damage that this roadrunner form of living does to us. We're so marinated in the culture of speed that we almost fail to notice the toll it takes on every aspect of our lives -- on our health, our diet, our work, our relationships, the environment and our community.

但是,这些例子也说明了一个非常严肃的问题,在每天匆匆忙忙的生活中,我们常常看不到这种竞走式的生活方式给我们带来的伤害。我们已经在速食文化中淫浸得太深了以至于我们几乎觉察不到它让我们在生活方方面面所付出的代价。
